As a note, since it may be unclear: the treasure we've brought up from the Chalice Peak temple has generated enough riches that the Coin Bank is going to be instituted no matter what. We have to decide if we want the state to have a stake in it or not (Influence represents soft power projection and respect from other nations, on top of military power).
